Independence Blue Cross’s (IBC) mission is to enhance the health and wellness of the people and communities we serve. One way we do this is through our long-standing commitment to make health care coverage affordable for and accessible to everyone, regardless of income level.
The Caring Foundation
The Independence Blue Cross and Highmark Blue Shield Caring Foundation provides health benefits to uninsured children and adults in southeastern Pennsylvania. The Caring Foundation administers three plan programs: Children’s Health Insurance Program and Special CareSM. These programs, combined with our traditional social mission as insurer of last resort, are what keep our state’s percentage of uninsured people among the lowest in the nation.
Children’s Health Insurance Program (CHIP)
CHIP is a federally and state-funded program that provides primary and preventive health care insurance to children who do not qualify for Medicaid and whose families are unable to afford private coverage. For these children, IBC offers free or low-cost health coverage through Keystone Health Plan East.
Introduced in 1992, Special Care offers low-cost health care coverage to thousands of low- and moderate-income individuals who currently have no insurance.
