Open Enrollment What you need to know
Under the Affordable Care Act, Open Enrollment is the time when individuals and families can enroll for health insurance for the upcoming year. If you don’t have health insurance, Open Enrollment is the time to apply. If you do have health insurance – but want to shop and compare other health insurance options that might better fit your needs and budget, Open Enrollment is a great time to make a change.
When is Open Enrollment?
Open Enrollment ended January 15, 2023. The next Open Enrollment period begins November 1, 2023. If you missed the deadline, you may be able to enroll if you experience a qualifying life event. A qualifying life event, also known as a QLE, is a change in circumstance that may allow you to enroll in coverage outside of the annual Open Enrollment period.

The federal government provides financial help in the form of tax credits, or subsidies, for eligible individuals and families who purchase their own health insurance. Eligibility depends on family size and income.

Save with a tiered network plan
With a Keystone HMO Proactive health plan, in-network providers are grouped into three tiers. While all doctors and hospitals in our network must meet high quality standards, many offer services at a lower cost. These providers are in Tier 1 – Preferred, which includes more than 50 percent of in-network doctors and hospitals.
Make sure your preferred providers are in the network
If seeing certain doctors – or using certain hospitals or health care facilities – is important to you, then be sure that they’re covered in your plan’s network. Independence Blue Cross is proud to offer the widest selection in quality care, with over 49,000 providers and more than 180 hospitals available to you.
