adultBasic is a limited benefit health insurance program funded through Pennsylvania’s settlement with the tobacco companies and contributions from the Pennsylvania Blue Plans as dictated by the Community Health Reinvestment Agreement. The program provides health insurance coverage to uninsured adults between 19 and 65 years of age who meet eligibility guidelines, fall within adultBasic family size and income guidelines, and reside in Pennsylvania. The cost for this coverage is $36.00 per month, per person.
Important enrollment announcement
The adultBasic insurance program has established an enrollment waiting list. The state program’s funding is limited and enrollment figures have reached their maximum level.
Eligible applicants have the option to purchase coverage at full cost while waiting for state-funded coverage. The cost of this coverage is $629.00 per month. Learn more.
As an administrator of adultBasic, the Caring Foundation determines eligibility for applicants and provides health insurance benefits from Keystone Health Plan East HMO for enrolled members. The HMO provides medical benefits through a large network of participating physicians and hospitals.

Features of adultBasic:
- doctor office visits ($10 PCP/$20 specialist copay);
- inpatient hospitalization;
- surgery;
- emergency accident and medical care ($50 copay, waived if admitted);
- diagnostic tests and services;
- maternity and newborn care (care is provided to a baby born to an enrolled female adultBasic member for up to 31 days following birth);
- gynecological and obstetrical care;
- routine mammograms;
- diabetic supplies and oral agents;
- organ transplants and related immunosuppressants.
