Blue Cross® and Blue Shield® Association

The companies comprising the Blue Cross Blue Shield Association (BCBSA) are among the country’s oldest and largest providers of prepaid health insurance coverage — with 41 member plans that collectively provide coverage to about 88 million people.

Independence Blue Cross (IBC) is an independent licensee of the BCBSA, the national coordinating body for the federation of independent Blue Cross and Blue Shield plans. As an independent licensee, IBC is assigned a specific area to market its products — Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in Pennsylvania.

Blue Cross and Blue Shield plans contract with hospitals, physicians, and other health care providers to provide prepaid health care coverage. Although Blue Cross plans were initially founded to cover hospital expenses, they have expanded their coverage to outpatient care, home care, and other institutional services.
