Charitable Medical Care Grant Program

The Independence Blue Cross (IBC) Charitable Medical Care Grant Program awards financial and programmatic grant support to nonprofit, privately funded health clinics that provide free or nominal-fee care to the uninsured and medically underserved communities in Bucks, Chester, Delaware, Montgomery, and Philadelphia counties.

To be eligible for a grant through this program, an applicant must meet the following criteria:

  • The mission of the requesting organization aligns with IBC’s Social Mission and its funding priorities.
  • The requesting clinic is a privately funded entity. (Note: A clinic may receive federal funding as part of its revenues.)
  • Clinic grantee provides direct medical care for free or for a nominal fee to uninsured and/or underinsured residents of southeastern Pennsylvania.
  • All grantees must be located in Bucks, Chester, Delaware, Montgomery, or Philadelphia counties. We do not accept applications from organizations outside of the five-county region in southeastern Pennsylvania.

In addition, an organization’s grant request is evaluated based on the following factors:

  • previous achievements in reducing barriers to health care and expanding health care access for uninsured and/or underinsured populations;
  • financial strength with a demonstrated record of stable funding, strong budget control, and successful fund-raising efforts;
  • quality of leadership in the community;
  • number of volunteers and donated resources;
  • potential impact of the grant request;
  • organizational sustainability.

We fund:

  • organizations that are classified as tax-exempt nonprofit under Section 501(c)(3) of the IRS code;
  • organizations located in Bucks, Chester, Delaware, Montgomery, or Philadelphia counties;
  • organizations that share the values inherent in IBC’s Social Mission.

We do not fund:

  • grants to individuals
  • private foundations
  • fund-raising events
  • conferences or seminars
  • political causes, candidates, organizations, or campaigns
  • sports teams
  • endowments
  • social organizations
  • religious groups for religious purposes
  • organizations that do not meet IBC’s Social Mission.
