Privacy & Confidentiality

Contracted providers are required to maintain confidentiality of member information and records in accordance with applicable laws.

Protection of Privacy in All Settings

Independence Blue Cross (IBC) has taken numerous steps to see that the personal information of our members is kept confidential and to prevent the unauthorized release of or access to this information. All employees sign confidentiality statements regarding member information annually. All contracted providers are required to maintain confidentiality of member information and records in accordance with applicable laws.

Access to Medical Records

IBC does not maintain member medical records. The providers who create them maintain medical records. Members can access and obtain such medical records from providers. IBC does maintain records that contain personal health information as it relates to coverage. Upon a member’s request, we will provide a summary of any of his or her personally identifiable information maintained by us, such as telephone number, address, etc. At any time, a member may request that we modify, correct, change, or update his or her personally identifiable information that we maintain by contacting us by mail or telephone.

Inclusion in Routine Consent

It may be necessary for us to maintain and release a member’s records, claims related information, or health-related information to third parties. By enrolling with us, each member gives his or her consent to us to maintain and release member records to see that quality health care coverage is provided to the member or is paid for, to perform our contractual obligations to the member or to assist us in doing so, or to fulfill a regulatory mandate. Please be assured that we will only release information in accordance with applicable laws.

Right to Approve Release of Information

Member information will only be released to qualified recipients and in accordance with applicable state and federal law(s).

Use of Measurement Data

At times we may utilize membership data to develop or enhance health benefits and services. Patient identity will be kept anonymous wherever possible.
