Press ReleaseUniversity of Pennsylvania Health System and Independence Blue Cross Reach Contract AgreementPhiladelphia, PA - July 16, 2007 - The University of Pennsylvania Health System (UPHS) and Independence Blue Cross and its affiliates (IBC) announced today that they have signed new five-year contracts, effective August 1, 2007. One important new component of the agreement is quality-based pay for performance, which provides the opportunity for UPHS to earn additional compensation for delivering increasingly high quality health care to IBC members. This merit-based compensation approach measures quantitative criteria such as minimizing hospital acquired infections, preventing adverse drug events, and reducing surgical complications to improve performance on patient safety and quality of care. “We are pleased to have reached a fair and reasonable agreement that reflects our ongoing partnership in providing care with a focus on quality and patient safety,” said Ralph W. Muller, chief executive officer of the University of Pennsylvania Health System, which includes Penn Presbyterian Medical Center, Pennsylvania Hospital, and the Hospital of the University of Pennsylvania. “I am thrilled to continue our very progressive relationship with UPHS and feel especially proud of the professionalism and the fact-based, data-driven approach that both organizations used to arrive at this five-year agreement,” said Joseph A.
