Special Care Low-income health plans
Because it does not meet the essential health benefits required by the Affordable Care Act (ACA), Special Care will be closed to new members effective January 1, 2014. (Applications will not be accepted after December 16, 2013.)
Given the uncertainty among individual consumers about the changes in health care coverage required by the ACA and the challenges many have faced trying to enroll through the online federal Marketplace, Independence Blue Cross is offering policyholders currently enrolled in Special Care the choice to keep their existing coverage until June 30, 2014.

For more than 75 years, Independence Blue Cross and Highmark Blue Shield have been providing health insurance to residents of the greater Philadelphia region. In our mission to make health care coverage available and affordable to more of our community residents, the Special Care* program was created. It is a low-cost, fee-for-service, limited-benefit policy designed for persons who do not qualify for Medical Assistance or Medicare and cannot afford to purchase private health care coverage.
Features of Special Care:
- No physical exam is needed to apply.
- There are no annual deductibles.
- There are no claim forms with our participating network. We pay the participating Special Care hospital or participating provider for you.
