<title>Independence Blue Cross names Stephen P. Fera senior vice president of public affairs</title>

  &lt;p&gt;&lt;strong&gt;Philadelphia, PA  - January 26, 2012&lt;/strong&gt; - &lt;a href="http://www.ibx.com/news_events/index.html"&gt;Independence Blue Cross&lt;/a&gt;&#160;has promoted Stephen P. Fera to the newly created position of senior vice president of public affairs. Fera had served as vice president of government programs.&lt;/p&gt;

&lt;p&gt;Fera will lead Independence Blue Cross's newly expanded efforts on government affairs, health policy matters, and community affairs. Fera will continue to report to Paul Tufano, executive vice president, general counsel, and president of government markets.&lt;/p&gt;

&lt;p&gt;"Steve has been vital to our team and has shown tremendous leadership in managing the company's government business market during a challenging health care environment," said Tufano. "As he takes charge of public affairs for IBC, we look forward to his continued leadership in meeting the changing needs of our business and enriching the health of our community."&lt;/p&gt;

&lt;p&gt;As senior vice president for public affairs, Fera will lead state and federal legislative and government activities and manage public policies focused on health care issues, specifically those related to health care reform. He will also oversee the staff of the&#160;&lt;a  href="http://www.ibxfoundation.org/"&gt;Independence Blue Cross Foundation&lt;/a&gt;, which launched on October 6.&lt;/p&gt;

&lt;p&gt;Since joining Independence Blue Cross in 1990, Fera has held executive-level positions in government business. Fera represents Independence Blue Cross to the Commonwealth of Pennsylvania, legislators, advocates, and the community-at-large on contract and program policy issues.&#160;&lt;/p&gt;

&lt;p&gt;Fera holds a B.S. and an M.B.A. in finance from St. Joseph's University in Philadelphia. He is a member of the Drexel University School of Nursing Advisory Board, St. Joseph's Preparatory School Alumni Board of Governors, Villanova University College of Nursing Board of Consultors, and a board member of the Public Health Management Corporation (PHMC). Fera is also a fellow with America's Health Insurance Plans (AHIP) and a graduate of its executive leadership program.&lt;/p&gt;

<title>Area Health Care Forces Address Complex, Industry-wide Coding Challenge</title>

  &lt;p&gt;&lt;strong&gt;Philadelphia, PA  - January 25, 2012&lt;/strong&gt; - Two of the Commonwealth's leading health care organizations,&#160;&lt;a href="http://www.ibx.com/index.jsp"&gt;Independence Blue Cross&lt;/a&gt;&#160;(IBC) and the Pennsylvania Medical Society, announced today they are working together to help physicians, hospitals, and other health care partners in Pennsylvania prepare for what many consider the biggest health care information transformation in modern day history - adopting a new system for medical and hospital billing that expands the number of codes from about 24,000 to 140,000. This February 1 at 12 noon, IBC will present a webinar hosted by the&#160;&lt;a  href="http://www.pamedsoc.org/"&gt;Pennsylvania Medical Society&lt;/a&gt;&#160;(PAMED) for area physicians who are grappling with the complexity of switching to the new coding system, known as ICD-10.&lt;/p&gt;

&lt;p&gt;A federal regulation adopted by the Department of Health and Human Services in 2009 requires that all physicians, hospitals, health insurers, other health care providers, and organizations that handle medical billing, switch from the current system of coding and classifying diagnoses and procedures - known as ICD-9 - to the updated ICD-10 coding system by October 1, 2013.&lt;/p&gt;

&lt;p&gt;ICD-10 drastically expands the number of codes so that physicians and hospitals can much more accurately code procedures, adding more specificity about the causes of injuries or diseases. This is expected to result in more accurate claims payments and better information for identifying medical trends, public health needs, epidemic outbreaks, and bioterrorism events.&lt;/p&gt;

&lt;p&gt;For example, the existing ICD-9 coding system may have just one or a limited number of codes for a broken arm. Under ICD-10, there could be multiple codes for the same condition, distinguishing, for example, which arm was fractured, the precise nature of the fracture, and whether a delay in healing occurred. This conversion will drive business and system changes throughout the health care industry.&lt;/p&gt;

&lt;p&gt;Through the webinar, PAMED members will have the opportunity to hear firsthand from Joan Jennerjahn, the vice president of Provider Network Operations at IBC who leads its ICD-10 program.&#160; In 2011,&#160;&#160;&lt;a href="http://www.ibx.com/news_events/press_releases/2011/06_30_IBC_s_Joan_Jennerjahn_na.html"&gt;Jennerjahn&lt;/a&gt;&#160;was named among the nation's top health care IT executives by eMids Technologies. Jennerjahn will provide insight to IBC's transition program, including the company's focus on updating internal systems and processes, training employees, and communicating with the physicians and hospitals in its network to prepare for this transition.&lt;/p&gt;

&lt;p&gt;Jennerjahn will also review the industry's ICD-10 planning recommendations and ICD-10's potential impact on physicians, while helping to clarify how to submit claims using ICD-10 and minimize any disruption to physicians' reimbursement.&lt;/p&gt;

&lt;p&gt;"We have surveyed our network and have heard from many physicians and practice managers about their progress and concerns about the ICD-10 transition," says Jennerjahn. "We want to collaborate with physicians early and often, so together we can make this a smooth and successful transition in an effort to provide access to even higher quality and more efficient health care for their patients and our members."&lt;/p&gt;

&lt;p&gt;"The complexity of the transition requires immediate action to address the business and clinical issues associated with the change," says Lara Brooks, PAMED's in-house expert on ICD-10, who will facilitate the webinar. "The ICD-10 conversion will affect nearly all provider systems and business processes." <title>Checking in to keep you well: IBC teams with Health Dialog to help primary care doctors improve care</title>

  &lt;p&gt;&lt;strong&gt;Philadelphia, PA  - January 20, 2012&lt;/strong&gt; - &lt;a href="http://www.ibx.com/index.jsp"&gt;Independence Blue Cross&lt;/a&gt;&#160;(IBC) today announced that it is collaborating with Health Dialog, a leading provider of health care analytics and decision support, on a new pilot program that will offer health coaching to people with chronic illnesses to help them stay well and out of the hospital.&lt;/p&gt;

&lt;p&gt;Through the pilot, four primary care practices serving 10,000 patients in the Philadelphia region will work with a dedicated health coach who will communicate with patients who are at increased risk for acute health problems, such as diabetics with high blood pressure or severe asthmatics. The four practices are patient-centered medical homes, a new model of care that brings a personalized team approach to primary care.&#160; Medical homes are different from other primary care practices in that chronically ill patients can be seen more quickly, often have direct communication with their doctors through secure email, and are cared for by a team of health educators and medical staff who help them stay well.&lt;/p&gt;

&lt;p&gt;"We are excited to launch this pilot to provide health coaches who can help primary care practices&#160; better care for their chronically ill patients and improve their health," said Dr. Richard Snyder, IBC senior vice president and chief medical officer. "Most practices are so busy that there just aren't enough hours in the day to proactively contact chronically ill patients to check whether they're having problems, remind them to take their medication, or ask if they got the tests that were ordered and kept appointments with other doctors. Health Dialog coaches become an extension of the practice providing extra support."&#160;&lt;/p&gt;

&lt;p&gt;The health coaches, provided through Health Dialog, are trained nurses, dietitians, and/or respiratory therapists who can offer patients a variety of support, including health education, reminders about filling prescriptions and scheduling follow-up care, and guidance about when a condition warrants further or immediate treatment. Health coaches also help build self-reliance skills and confidence in managing chronic illnesses.&lt;/p&gt;

&lt;p&gt;"We recognize that medical practices are going to need innovative tools and solutions to improve the quality of patient care as health care reform continues to evolve," said Peter Goldbach, MD, chief medical officer at Health Dialog. "This pilot is an important step in providing better primary care and we are pleased to be working with IBC on this unique and timely initiative."&lt;/p&gt;

&lt;p&gt;IBC was an early supporter of Pennsylvania's Chronic Care Initiative, which launched in 2008, and set out to transform primary care by allowing doctors to focus on what patients most want and need: more personal, coordinated, and immediate care. Since then, IBC has worked closely with primary care doctors to promote adoption of the medical home model. IBC's network now includes nearly 200 medical homes, serving approximately 500,000 IBC members. IBC has collaborated with Health Dialog to offer members industry-leading health care management support since 2003.&lt;/p&gt;

&lt;p&gt;The four primary care practices that are participating in the pilot program have received the highest level of recognition as medical homes by the National Committee for Quality Assurance (NCQA), which sets the criteria by which medical practices are credentialed and measured. To meet NCQA's medical home standard, practices must meet certain requirements that include access to care, patient education, and coordination of care with other health care providers.&lt;/p&gt;

&lt;p&gt;The &lt;em&gt;Go Figure!&lt;/em&gt; app contains information on the fitness benefits of ice skating as well as tips on lacing your skates and recommendations for beginners. It also provides details on skating sessions and special events at the Blue Cross RiverRink - everything a visitor needs to make a visit to the Blue Cross RiverRink complete.&lt;/p&gt;

Hilferty today received the Drum Major Award for Corporate Cooperation from the Philadelphia Martin Luther King, Jr. Association for Nonviolence, Inc., at its 30th Annual Awards and Benefit luncheon. The Drum Major Award recognizes persons or organizations whose deeds exemplify the principles of nonviolence fostered by Dr. King throughout his life.&lt;/p&gt;

&lt;p&gt;Hilferty was honored for his leadership work at IBC and AmeriHealth Mercy Family of Companies, where he previously served as president and CEO, helping millions of people access quality, affordable health care. The award also recognized Hilferty's many years of involvement in community and civic affairs, including his service on the boards of the American Red Cross Southeastern Pennsylvania Chapter, the Greater Philadelphia Chamber of Commerce, the Greater Philadelphia Urban Affairs Coalition, and the Irish Educational Development Foundation.&lt;/p&gt;

&lt;p&gt;"I am honored to receive this prestigious award and to be recognized this year among such distinguished individuals whose contributions have significantly helped make our community a more tolerant, compassionate place to live," said Hilferty. "We're very fortunate that the principals of social justice that Dr. King dedicated his life to continue to thrive and inspire others to follow in his footsteps."&lt;/p&gt;

&lt;p&gt;The Philadelphia Martin Luther King, Jr. Association for Nonviolence is the first and only affiliate of the King Center in Atlanta commissioned by Coretta Scott King to promote and perpetuate the nonviolence legacy of Dr. Martin Luther King, Jr.&#160; Past winners of the association's Drum Major Awards include: Rosa Parks; Cicely Tyson, actress; U.S. Senator Arlen Specter; Ambassador Andrew Young; and Bishop Desmond Tutu.&lt;/p&gt;

&lt;p&gt;Members of IBC's corporate volunteer program, the Blue Crew, are participating in the following two events today as part of the Martin Luther King, Jr. Day of Service which celebrates Dr. King by transforming the federal holiday into a day of active citizenship:&lt;/p&gt;

<title>Independence Blue Cross Steps Up Efforts to Stop Diabetes in the Region</title>

  &lt;p&gt;&lt;strong&gt;Philadelphia, PA  - December 28, 2011&lt;/strong&gt; - &lt;a href="http://www.ibx.com/index.jsp"&gt;Independence Blue Cross&lt;/a&gt; (IBC) marked another enormously successful&#160;&lt;a  href="http://stepout.diabetes.org/site/PageServer?pagename=OUT_homepage"&gt;Step Out: Walk to Stop Diabetes&lt;/a&gt;&#160;event on Saturday, October 1, when more than 3,200 walkers gathered at the Philadelphia Museum of Art for the annual Philadelphia walk and raised more than $577,590 for the American Diabetes Association (ADA).&#160; IBC has been the presenting sponsor of the 5K for four years, helping the ADA walk raise more money than any of the 132 other Step Out events in the nation.&lt;/p&gt;

&lt;p&gt;"Diabetes is a serious, sometimes deadly, but often preventable disease that affects many of our own family, friends, members, and IBC colleagues," said Daniel J. Hilferty, IBC president and CEO. "As a company, our mission is to enhance the health and wellness of the people and the communities we serve, and we are very proud to partner with the American Diabetes Association for this extraordinarily successful walk. I am also proud of the tremendous participation and fundraising effort by our own IBC associates."&lt;/p&gt;

&lt;p&gt;Team IBC joined 340 corporate, community, and family teams at Step Out, one of IBC's three key signature events of the year.&#160; Team IBC also broke its previous participation records by exceeding the company's goals of 400 walkers and $40,000 raised.&#160; IBC associate results in 2011 were the best to date with more than $50,000 raised, including a generous $10,000 company match, and participation by 37 individual walk teams.&lt;/p&gt;

&lt;p&gt;"We know that nationally in 2010 there were 1.9 million new cases of diabetes diagnosed in people over the age of 20, and in 2011 the Centers for Disease Control and Prevention named Pennsylvania one of 15 states that are part of a 'diabetes belt' where the rate of diabetes is 11 percent - almost a third higher than the national rate of eight percent," said Christopher Cashman, IBC executive vice president and president of commercial markets. "One in nine people in Philadelphia and more than 130,000 of our members are living with the disease."&lt;/p&gt;

&lt;p&gt;The October walk featured appearances by Philadelphia Mayor Michael Nutter, tennis legend Billie Jean King, NBC 10 television personality Lori Wilson, Pennsylvania Senator Anthony Williams, and&#160;&lt;a href="http://www.ibx.com/htdocs/custom/healthysteps/about.html"&gt;IBX Healthy Steps&lt;/a&gt;&#160;spokesperson and Step Out team captain, Kimberly Garrison. Since 2008, IBC has contributed nearly $400,000 through sponsorship and corporate fundraising efforts to help the ADA provide community education programs and fund critical research projects.&lt;/p&gt;

&lt;p&gt;Diabetes is the fastest growing disease in the country with nearly 26 million Americans diagnosed. However there is good news: According to the ADA, people with prediabetes or those who are at risk for the disease may be able to prevent or delay the development of type 2 diabetes through modest weight loss, regular exercise, and good nutrition. IBC aids in the effort to curb the diabetes epidemic by focusing on getting members the right care at the right time, including offering prevention and wellness programs such as:&lt;/p&gt;

<title>Santa Visits Philadelphia's Isaac A. Sheppard School</title>

  &lt;p&gt;&lt;strong&gt;Philadelphia, PA  - December 21, 2011&lt;/strong&gt; - Santa Claus came to town early for the students at the Isaac A. Sheppard School in North Philadelphia, courtesy of the elves at&#160;&lt;a href="http://www.ibx.com/"&gt;Independence Blue Cross&lt;/a&gt; (IBC). Santa made the pre-Christmas stop on Wednesday, December 21, 2011, during the school's annual "Santa Day."&lt;/p&gt;

&lt;p&gt;All 289 students, from kindergarten through fourth grade, received an early holiday gift - wrapped and individually labeled with his or her name - from Santa Claus himself. The Sheppard School also received a gift on Santa Day. Daniel J. Hilferty, IBC president and CEO, presented 10 walkie-talkies to the school's principal, James P. Otto, to be used by the teachers and Otto for safety and communication.&lt;/p&gt;

&lt;p&gt;Santa Day, an annual holiday tradition for the school, includes a concert performed by the&#160;IBC chorus, the Sounds of Independence.&lt;/p&gt;

&lt;p&gt;Each year, hundreds of IBC associates donate new holiday gifts for the Sheppard School students. Every gift is individually selected for a specific child. To surprise the students with Santa's arrival, a collection of undercover "elves" wrap, pack, and secretly ship the gifts to the school before the annual Santa Day event. In addition to the nearly 300 gifts for each of the Sheppard School students, IBC collected hundreds of new winter coats for the school to give to its students in need.&lt;/p&gt;

&lt;p&gt;IBC has been a corporate sponsor of the Sheppard School, a 98 percent poverty-level school, for about 20 years. IBC has been offering academic and social support through programs such as the Philadelphia Reads Power Partners program and various beautification projects.&lt;/p&gt;

&lt;p&gt;To further help needy children in our region,&#160;&lt;a href="http://www.ibx.com/news_events/press_releases/2011/12_15_IBC_Rallies_Community_to.html"&gt;IBC&lt;/a&gt;&#160;will provide 1,000 toys and offer a toy-for-toy match to the U.S. Marine Corps' Toys for Tots program, which is facing a significant donation crisis this year. For every new, unwrapped gift donated to the drop-off center in the courtyard outside IBC's Center City offices, IBC will match that gift for Toys for Tots with up to 2,500 gifts. This effort could ultimately result in 6,000 toys being donated within the next week.&lt;/p&gt;

&lt;p&gt;Toys for Tots, across the five-county Philadelphia region, is currently facing a significant donation crisis with only 25,000 gifts donated so far this holiday season, compared to more than 113,000 gifts in 2010. Donations across all counties have experienced an 80 percent decline, which has resulted in 90,000 fewer gifts for distribution to local children in need.&lt;/p&gt;

&lt;p&gt;"Thousands of boys and girls in our region are facing the threat of not having a gift this holiday season. We're going to do all we can to help the Marine Corps make sure this doesn't happen. The U.S. Marines have never let us down, and we can't let them down," said Daniel J. <title>Philadelphia-area Hospitals Reduce Readmissions Rate 7 Percent and Save $3.8M in 3Q 2011</title>
<description>&lt;p&gt;&lt;strong&gt;Philadelphia, PA  - December 14, 2011&lt;/strong&gt; - According to the&#160;&lt;a  href="http://www.hcifonline.org/content/document/detail/1184"&gt;Transitions of Care Survey Summary Report&lt;/a&gt;&#160;released today by&#160;&lt;a  href="http://www.hcifonline.org/"&gt;The Health Care Improvement Foundation&lt;/a&gt;, 29 area hospitals participating in the 18-month&#160;&lt;a  href="http://www.hcifonline.org/section/topics/the_pave_project_reducing_readmissions"&gt;Preventing Avoidable Episodes (PAVE) Project&lt;/a&gt;&#160;showed significant improvement in their implementation of 21 out of 28 proven strategies to enhance transitions of care and prevent hospital readmissions. Of these 29 hospitals, 18 submitted monthly data on the number of patients readmitted within 30 days, demonstrating an aggregate 7-percent reduction in 30-day same-hospital&#185; readmission rates, from a baseline of 12.2 percent in the second quarter of 2010 to 11.4 percent about a year later, in the third quarter of 2011. This reduction represents more than 400 patients who avoided being rehospitalized and more than $3.8 million in savings on unnecessary health care spending for the quarter. The progress achieved through the PAVE Project should also help the region's hospitals avoid an estimated $7 million in potential health reform-related Medicare penalties for higher-than-expected readmission rates in fiscal year 2013.&lt;/p&gt;

&lt;p&gt;"Readmission rates are important indicators of the quality and effectiveness of health care," said Kate Flynn, president of the foundation. "Many readmissions are unavoidable due to the complexity and severity of patients' medical conditions. Nevertheless, each hospital discharge represents an opportunity to better coordinate prompt and effective follow-up care, keep patients from returning to the hospital, and save thousands of dollars in hospital costs," said Flynn.&lt;/p&gt;

&lt;p&gt;According to an analysis of data submitted by the 18 reporting hospitals,&#160;&lt;a  href="http://dvhc.org/"&gt;Delaware Valley Healthcare Council of HAP&lt;/a&gt;, a partner in the project, found that these hospitals would have had 8,625 readmissions during the third quarter of 2011 if readmission rates had remained at baseline levels. Instead, the hospitals reduced their aggregate, average readmission rate for the quarter to 11.4 percent, or about 8,220 readmissions, and more than 400 patients avoided rehospitalization. Based on the&#160;&lt;a  href="https://www.cms.gov/DemoProjectsEvalRpts/downloads/CCTP_Solicitation.pdf"&gt;Centers for Medicare &amp; Medicaid Services' estimate&lt;/a&gt;&#160;that each avoided readmission saves on average $9,600, this reduction in readmissions saved $3.8 million for the quarter or more than $15 million annually.&lt;/p&gt;

&lt;p&gt;"Anytime we can prevent an avoidable hospital readmission, it's a positive step toward providing more affordable, better quality care and good news for patients," said Richard Snyder, chief medical officer, Independence Blue Cross, which along with hospitals helped fund the PAVE Project. "We're very pleased to see our area hospitals making significant investments to ensure patients follow through on the care plans and medical regimens established during hospital stays and devoting valuable resources to help patients get the health care they need after they leave the hospital," said Snyder.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;em&gt;More Hospitals Using Proven Strategies to Prevent Readmissions&lt;br&gt;
&lt;/em&gt;&lt;/strong&gt;According to findings from pre- and post-project surveys, hospitals have adopted many measures designed to enhance communication with patients and families and make sure they understand health conditions and how to follow instructions for ongoing medical care. More than 90 percent of hospitals are now evaluating or implementing a screening tool to identify inpatients at high risk for readmission, so that patient education and other readmission-prevention efforts can be targeted accordingly. During discharge:&lt;/p&gt;

&lt;ul&gt;
&lt;li&gt;The number of hospitals that have implemented improved processes to educate patients about their medical conditions has more than doubled.&lt;/li&gt;

&lt;li&gt;Most hospitals now have transition coaches or nurses to help patients and families understand ongoing medical needs and care.&lt;/li&gt;

&lt;li&gt;The number of hospitals that give patients check lists and other reminders has nearly doubled.&lt;/li&gt;

&lt;li&gt;All hospitals provide patients with detailed discharge plans.&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;As part of PAVE, hospitals have also worked to improve coordination and communication across the continuum of care, so that physicians, nursing homes, home health agencies, and insurers have the information needed to provide patients with the best possible health care - and the best chance of avoiding readmission.&#160; The proven strategies adopted include:&lt;/p&gt;

&lt;ul&gt;
&lt;li&gt;Almost all hospitals now coordinate with patients while they are still in the hospital to make follow-up physician appointments; more hospitals are coordinating follow-up testing.&lt;/li&gt;

&lt;li&gt;Nearly 50 percent of hospitals send patients' discharge summaries to patients' primary care physicians; more than 40 percent of hospitals are evaluating and implementing ways to share summaries with primary care physicians.&lt;/li&gt;

&lt;li&gt;Nurses at nearly 60 percent of hospitals are doing nurse-to-nurse handoffs when discharged patients transition to nursing homes or other care settings; the remaining hospitals are evaluating or implementing such handoffs.&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;"Preventing readmissions takes the concerted effort of patients and absolutely everyone who takes care of them in any capacity, not just hospitals," said Patricia Yurchick, PAVE program director. "A crucial aspect of the project was bringing together stakeholders from the various provider segments of our too-often fragmented health care system, to break down barriers and develop a shared appreciation of how important effective communication and coordination are to the well-being of our patients," said Yurchick.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;em&gt;Engaging the Entire Continuum of Care&lt;br&gt;
&lt;/em&gt;&lt;/strong&gt;The PAVE Project involved150 health care professionals representing&#160;&lt;a  href="http://www.hcifonline.org/content/document/detail/1190"&gt;47 organizations&lt;/a&gt;, including consumer advocacy groups, primary and specialty care physician practices, hospitals and health systems, nursing homes, home health agencies, pharmaceutical manufacturers, and insurers. Participants served in three main workgroups charged with developing tools to improve key aspects of readmission prevention: medication management, care transition, and personal health management.&lt;/p&gt;

&lt;p&gt;To strengthen coordination among health care providers as patients transition between care settings (for example, from nursing home to hospital to physician's office), the workgroups created a suite of passport documents designed to encourage the consistent communication of crucial health information.&#160; The&#160;&lt;a  href="http://www.hcifonline.org/content/document/detail/1186"&gt;Medication Passport&lt;/a&gt; outlines a set of standards to help providers across the continuum of care reconcile and share information about patients' medications. The&#160;&lt;a  href="http://www.hcifonline.org/content/document/detail/1192"&gt;Hospital Discharge Passport&lt;/a&gt; incorporates the crucial components of effective transition at hospital discharge. The&#160;&lt;a  href="http://www.hcifonline.org/content/document/detail/1191"&gt;Hospital Care Transitions Passport&lt;/a&gt;&#160;provides hospital contacts to facilitate the sharing of patient information.&#160; A Personal Health Tracking Form is also being created.&lt;/p&gt;

&lt;p&gt;The PAVE Project was conducted as part of the Partnership for Patient Care, a collaborative, multiyear patient safety initiative funded by Independence Blue Cross and the region's hospitals and health systems.&#160; PAVE began in May 2010, and has included work sessions and seminars to train health care providers on the 'teach back' method of communicating important health information to patients; to share best practices for preventing readmissions; and to foster collaboration among health care providers across the continuum of care.&lt;/p&gt;

<title>IBC Foundation supports Gwynedd-Mercy College health clinic through Blue Safety Net</title>

&lt;p&gt;The IBC Foundation's&#160;&lt;a  href="http://www.ibxfoundation.org/programs/vulnerable/blue_safety_net/index.html"&gt;Blue Safety Net&lt;/a&gt;&#160;grant will be matched by $50,000 from The Maguire Foundation, a private foundation that gives primarily to educational facilities and social service organizations.&lt;/p&gt;

&lt;p&gt;Blue Safety Net is an IBC Foundation initiative that supports caring for our region's most vulnerable by working with nonprofit clinics to expand access to quality health care in underserved communities.&lt;/p&gt;

&lt;p&gt;By the end of the year, the IBC Foundation, whose mission is to transform health care through innovation in the communities it serves, will have awarded more than $2 million in Blue Safety Net grants to more than 30 nonprofit community health clinics that serve 145,000 people.&lt;/p&gt;

&lt;p&gt;In total at yearend, the foundation will have given 75 grants in the Philadelphia area totaling more than $3.25 million, including $1 million in&#160;&lt;a  href="http://www.ibxfoundation.org/programs/enhancing_delivery/nurses_for_tomorrow/index.html"&gt;Nurses for Tomorrow&lt;/a&gt;&#160;grants to 24 area nursing programs to address the region's nursing shortage.&lt;/p&gt;

&lt;p&gt;The $100,000 in funding to the Gwynedd-Mercy College clinic from the IBC and the Maguire Foundations will enable the clinic to:&lt;/p&gt;

&lt;ul&gt;
&lt;li&gt;Improve technology needed for testing patients with chronic conditions such as diabetes, cardiovascular disease, and asthma.&lt;/li&gt;

&lt;li&gt;Train nursing students for discussions with patients about improving health behaviors such as diet and smoking cessation.&lt;/li&gt;

&lt;li&gt;Help eligible patients apply for medical assistance or other insurance.&lt;/li&gt;

<title>Independence Blue Cross Teams with American College of Physicians to Improve Primary Care</title>

  &lt;p&gt;&lt;strong&gt;Philadelphia, PA  - December 12, 2011&lt;/strong&gt; - Independence Blue Cross (IBC) today announced a new collaboration with the American College of Physicians (ACP) to improve primary care. IBC is offering up to 100 practices free, one-year access to a new on-line tool that will help identify ways to better serve their patients. The tool, known as the Medical Home Builder 2.0, is the most recent example of how IBC is working with area physicians and respected professional organizations to promote patient-centered care. Since the beginning of 2011, IBC has more than tripled the number of recognized practices to nearly 200 in southeastern Pennsylvania.&lt;/p&gt;

&lt;p&gt;The ACP Medical Home Builder 2.0 (MHB) helps practices analyze how they currently deliver patient care and identify ways to be more efficient. Physicians and their office staff can use the tool to improve scheduling, patient education, and coordination of care.&lt;/p&gt;

&lt;p&gt;Practices recognized as a Patient Centered Medical Home function as a physician led team making sure patients, particularly those with chronic illnesses, receive key tests, take medication as directed, and are actively engaged in their own care with resources to stay well. Modules of this on-line program help the practice meet the medical home standards established by the National Committee for Quality Assurance and other accrediting agencies. Practices must satisfy these criteria to be recognized and to receive enhanced payments from health plans. The ACP introduced the first version of MHB in 2009 and it has been successfully used by more than 1,500 practices nationwide.&lt;/p&gt;

&lt;p&gt;"Many practices are interested in becoming a medical home, but are struggling to know where to begin," said Richard Snyder, M.D., chief medical officer for Independence Blue Cross. "Medical Home Builder 2.0 is a great roadmap for practices. ACP understands how physicians think and organize their practice. They built a strong, practical resource intended for small and medium size offices."&lt;/p&gt;

&lt;p&gt;"Medical Home Builder 2.0 helps practices identify opportunities for improvement and progression toward the patient-centered medical home model, which is one of today's most talked-about concepts in primary care," said Michael S. Barr, M.D., senior vice president, Medical Practice, Professionalism and Quality Improvement at ACP. "Patient-centered medical homes deliver care the way patients most want and need, making the experience more satisfying for doctors and patients alike."&lt;/p&gt;

&lt;p&gt;The online tool includes useful videos and recorded webinars about medical homes and a library of more than 500 resources including downloadable guides and policy templates. Physicians and clinical staff can also use the tool to collaborate and share ideas online with other medical practices and medical homes. <title>'Maintain, Don't Gain' This Holiday Season with Independence Blue Cross</title>

Starting December 1, all eligible managed care members, including those in referral-based HMO and POS plans, no longer need a referral to schedule nutrition counseling sessions with a&#160;&lt;a  href="http://www.eatright.org/HealthProfessionals/content.aspx?id=6859"&gt;registered dietitian&lt;/a&gt;&#160;in IBC's physician network. This change allows members easy access to IBC's nutrition counseling benefit, which pays for up to&#160;&lt;a href="http://www.ibx.com/news_events/press_releases/2007/06_25_IBC_Beefs_Up_Programs_To.html"&gt;six nutrition counseling visits per calendar year&lt;/a&gt;&#160;at no additional cost to members.&lt;/p&gt;

&lt;p&gt;The holiday season is upon us and can be the perfect time for members to begin taking advantage of this year-round benefit by getting nutritional advice today so they can set a goal to "maintain, don't gain" and make thoughtful choices about traditional foods and holiday drinks instead of deferring healthier eating to a New Year's resolution. The holidays don't have to delay plans to make healthy choices about the foods you eat.&lt;/p&gt;

&lt;p&gt;"Nutrition counseling is a smart way for people to get the help they need to make healthier choices when shopping for food, preparing meals, ordering food out, or eating in moderation," says Lorrie Reynolds, director of Prevention Health Services and Wellness at IBC. "A well-balanced diet has a significant impact on good health, and we are proud to offer even easier access to nutrition counseling as a core benefit to our already comprehensive managed care benefits plans."&lt;/p&gt;

&lt;p&gt;A University of Florida&#160;&lt;a  href="http://emergency.med.ufl.edu/2011/10/dr-matt-ryan-usa-today-10-22-2011-many-dont-believe-their-obesity-poses-health-risks/"&gt;study&lt;/a&gt;&#160;has shown that nearly half of the people who are overweight or obese are unaware that their weight is unhealthy or poses a health risk. In addition, other studies by the U.S. Food and Drug Administration and the&#160;&lt;a  href="http://www.ers.usda.gov/publications/aib750/aib750m.pdf"&gt;U.S. Department of Agriculture&lt;/a&gt;&#160;have shown that most people don't understand the relationship between the food they eat, the beverages they drink and the effect on their health. This general level of unawareness contributes to the rise in the number of people who are obese or overweight - major risk factors for heart disease, many forms of cancer, type 2 diabetes, and other serious health conditions.&lt;/p&gt;

&lt;p&gt;Independence Blue Cross reminds members to take advantage of their nutrition counseling benefit and to encourage them to schedule an appointment with a network doctor or registered dietitian. IBC members who have been diagnosed with type 2 diabetes may also take advantage of the referral-free diabetic education program benefits available to them. <title>Independence Blue Cross and Doylestown Hospital reach four-year agreement</title>

&lt;p&gt;With premier operational and health care capabilities, AmeriHealth Mercy is one of the country's largest Medicaid companies, serving almost 800,000 members in Medicaid managed care plans in three states. AmeriHealth Mercy also offers other services such as pharmacy benefits management, behavioral health care, and management of medical care to an additional 3.2 million Medicaid, Medicare, and SCHIP beneficiaries in 12 states. In addition, the company provides expertise in customer service, informatics, information systems, claims management, enrollment, and 24/7 nurse triage support.&lt;/p&gt;

In 2014, the Patient Protection and Affordable Care Act expands Medicaid eligibility across the United States, and this change will increase the number of people covered by Medicaid to 16 million by 2019, according to the Kaiser Family Foundation.&lt;/p&gt;

&lt;p&gt;The new arrangement between IBC and BCBSM also provides an opportunity for Blue health plans nationwide to expand into the Medicaid market today and to take advantage of the enormous growth expected in Medicaid over the next few years. The 39 independent Blue health insurance companies in the United States serve all 50 states and cover one in three Americans, but are not widely active in the Medicaid market. Two-thirds of Blue health plans do not currently serve Medicaid consumers.&lt;/p&gt;

<description>&lt;p&gt;&lt;strong&gt;Philadelphia, PA  - November 30, 2011&lt;/strong&gt; - As the first wave of the Baby Boomer Generation becomes eligible for and selects Medicare options in 2011, Philadelphia, PA-based&#160;&lt;a href="http://www.ibx.com/index.jsp"&gt;Independence Blue Cross&lt;/a&gt;&#160;(IBC) today issued the results of a new online survey aimed at better understanding the unique attitudes and actions of Philadelphia-area Boomers. Conducted by Harris Interactive&#174;, IBC examined Baby Boomers' health, wellness, and lifestyles, and asked those surveyed to also share some iconic memories of Philadelphia.&#160;&lt;/p&gt;

&lt;p&gt;"Independence Blue Cross has been providing comprehensive health care options to Philadelphians since 1938, predating the post-war baby boom," said Daniel J. Hilferty, president and CEO of IBC. "In so many ways, IBC has been with Philadelphia Baby Boomers during every step of their lives. As this influential generation becomes Medicare eligible, we want and need to know them better, especially on the cusp of health care reform, which will change the nature of health care for all populations. This survey enabled us to ask Philadelphia Boomers questions about their daily lives, habits, and activities but also, to learn how living in the Philadelphia area has influenced them."&#160;&lt;/p&gt;

&lt;p&gt;For this survey, Boomers aged 55-67 and living in the five county Philadelphia region were asked to offer their views on health and wellness as compared to their parents' generation. The findings were noteworthy, especially their views on many of the health and wellness questions, when compared to national statistics. Key findings include:&lt;/p&gt;

&lt;ul&gt;
&lt;li&gt;&lt;strong&gt;Physical activity&lt;/strong&gt;: While Philadelphia regularly finishes in the Top 10 of America's most unhealthy and/or overweight cities, 43 percent of Philadelphia Boomers described themselves as extremely/very physically active, which was significantly higher than the national response at 32 percent.
&lt;ul&gt;&lt;li&gt;70 percent of Philadelphia Boomers surveyed consider themselves much/somewhat more active than their parents were at the same age, with 40 percent describing themselves as much more active. Whether this activity stems from a conscious commitment to exercise or busier lifestyles, the increase in activity, even if just&#160;&lt;a href="/getwalking"&gt;walking&lt;/a&gt;, is a key element of preventative health and wellness across all generations.&lt;/li&gt;&lt;/ul&gt;
&lt;/li&gt;

&lt;li&gt;&lt;strong&gt;Desire to lose weight&lt;/strong&gt;: Despite the reporting of strong physical activity among Philadelphia Boomers and the availability of programs aimed at&#160;&lt;a href="/members/health_resources/nutrition_counseling.html"&gt;better nutrition and weight control&lt;/a&gt;, 75 percent reported that they need to lose weight, while 44 percent reported needing to lose more than ten pounds.
&lt;ul&gt;&lt;li&gt;Interestingly, the percentage of respondents who believe that they needed to lose more than ten pounds is significantly higher among the national sample (58 percent) compared to Philadelphia Boomers (44 percent).&lt;/li&gt;&lt;/ul&gt;
&lt;/li&gt;

&lt;li&gt;&lt;strong&gt;Understanding health care reform&lt;/strong&gt;: Although there is much information available on national health care reform readily available, including IBC's &lt;a  href="http://www.askbluereform.com/"&gt;AskBlueReform.com&lt;/a&gt;, nearly half (46 percent) of Philadelphia Boomers were not sure how health care reform through the Affordable Care Act will personally affect them at age 65 and older.&lt;/li&gt;

&lt;li&gt;&lt;strong&gt;Having health coverage in retirement&lt;/strong&gt;: Five percent of Philadelphia Boomers currently have no health care coverage at all. When asked about anticipated health care coverage in retirement, 16 percent "did not know" if or how they might get coverage.&#160;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;From the lifestyle perspective, the most notable statistic to emerge was that 35 percent of Philadelphia Boomers are the parent of a child who is living at home with them. Twenty-seven percent of those respondents have a child 22 years or older currently living at home with them. This is significantly higher than the national findings where only 17 percent of Boomers are the parent of a child living at home with them and 12 percent have a child 22 years or older currently living at home with them.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Iconic Philadelphia memories&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Based in Philadelphia for more than 70 years, IBC wanted to know how Boomers best remembered the city and what moment stood out for them. The favorite memory of Philadelphia Boomers was the ending of the city's 25 year sports championship drought with the 2008 World Series Celebration (24 percent). Yet, 20 percent of Philadelphia Boomers harkened back to their youth and named American Bandstand with Dick Clark in the 1950s and 1960s, which taped at a Philadelphia TV station, as their favorite memory.&#160;&lt;/p&gt;

&lt;p&gt;Among Philadelphia Boomers, the average number of years living in the five-county Philadelphia region was 48 years.&#160; Sixty-five percent of respondents have lived in the region for at least fifty years.&lt;/p&gt;

&lt;p&gt;"Such insight into the Philadelphia Boomer provides IBC with valuable information that will allow us to better serve and communicate with this influential generation," said Robert J. &lt;p&gt;Harris Interactive&#174; fielded the study online in the United States on behalf of Independence Blue Cross from October 20-28, 2011, interviewing a nationwide sample of 802 U.S. adults and a localized sample of 302 Philadelphia residents, aged 55-67 years. Figures for age, sex, race/ethnicity, education, region, and household income were weighted where necessary to bring them into line with their actual proportions in the population. Propensity score weighting was also used to adjust for respondents' propensity to be online.&lt;/p&gt;

<title>American Baby Boomers Keeping Booming, According to National Survey from Independence Blue Cross</title>
<description>&lt;p&gt;&lt;strong&gt;Philadelphia, PA  - November 30, 2011&lt;/strong&gt; - As the first wave of the Baby Boom Generation accesses and selects Medicare options in 2011, Philadelphia, PA-based&#160;&lt;a href="http://www.ibx.com/index.jsp"&gt;Independence Blue Cross&lt;/a&gt;&#160;(IBC) today issued the results of a new national survey aimed at better understanding the attitudes and actions of this group as they begin to make engaged decisions about their health care coverage.&#160; To better know what motivates and concerns Baby Boomers, IBC commissioned an online survey, conducted by Harris Interactive&#174;, which examined issues of health, wellness, and an evolving lifestyle while also providing insights into how older Americans now approach and prepare for retirement. IBC is one of the largest providers of Medicare products and services in the Philadelphia five-county area.&lt;/p&gt;

&lt;p&gt;"Independence Blue Cross has provided comprehensive health care options since 1938, predating the post-war baby boom," said Daniel J. Hilferty, president and CEO of IBC. "In so many ways, IBC has been with these individuals during every step of their lives. As this influential generation becomes Medicare eligible, we want and need to know them better, especially on the cusp of health care reform, which will change the nature of health care for everybody. For IBC, this survey enabled us to learn more about this population, their daily lives, health habits, and activities as well as their plans for the future.&#160; Health care needs to be a more personal business and this survey will help us provide plans that serve Boomers as well into retirement as we have served them through all other phases of their lives."&lt;/p&gt;

&lt;p&gt;In its survey of Baby Boomers aged 55-67, IBC specifically examined how this generation views its health and wellness as compared to its parents' generation as well as its view on how upcoming health care reforms may impact them as they enter retirement and/or Medicare eligibility.&#160;&lt;/p&gt;

&lt;p&gt;Noteworthy national findings include:&lt;/p&gt;

&lt;ul&gt;
&lt;li&gt;&lt;strong&gt;Active lifestyles&lt;/strong&gt;: A majority of those surveyed (&lt;em&gt;56 percent&lt;/em&gt;) believed that they are much/somewhat &lt;em&gt;more&lt;/em&gt; active than their parents were when their parents were their age while 17 percent consider themselves much/somewhat &lt;em&gt;less&lt;/em&gt; active than their parents were at the same age.&lt;/li&gt;

&lt;li&gt;&lt;strong&gt;Ideal weight&lt;/strong&gt;: More than 75 percent of those surveyed believed that they needed to lose at least some weight to reach their ideal weight. Fifty-eight percent believe that they need to lose &lt;em&gt;more than&lt;/em&gt; ten pounds to be at their ideal weight.
&lt;ul&gt;&lt;li&gt;Midwest Boomers were more likely than those in any other region to feel this way, with 85 percent believing they needed to lose weight and 67 percent of them reporting that they needed to lose more than ten pounds.&lt;/li&gt;
&lt;li&gt;Based upon such robust numbers, it would seem that programs and initiatives aimed at&#160;&lt;a href="/members/health_resources/nutrition_counseling.html"&gt;better nutrition&lt;/a&gt;&#160;could be valuable health care offerings to Baby Boomers across the United States.&lt;/li&gt;&lt;/ul&gt;
&lt;/li&gt;

&lt;li&gt;&lt;strong&gt;Last physical exam&lt;/strong&gt;: 70 percent of those surveyed nationwide have had a physical exam within the past year.&#160; In contrast, 17 percent report that their most recent physical exam occurred one to two years ago, while 12 percent reported that their most recent physical exam was three or more years ago.&lt;/li&gt;

&lt;li&gt;&lt;strong&gt;Understanding health care reform&lt;/strong&gt;: Despite the wide availability of information on national health care reform, 39 percent of those surveyed were not sure how health care reform through the Affordable Care Act will personally affect them at age 65 and older.
&lt;ul&gt;&lt;li&gt;Those aged 55-64 were significantly more likely than those aged 65-67 to respond "not sure" (&lt;em&gt;42 percent vs. 28 percent, respectively&lt;/em&gt;).&lt;/li&gt;&lt;/ul&gt;
&lt;/li&gt;

&lt;li&gt;&lt;strong&gt;Cost of health insurance&lt;/strong&gt;: Sixty-three percent of those surveyed believe that health insurance premiums should cost less than $150 (&lt;em&gt;per month/per individual&lt;/em&gt;).&lt;/li&gt;

&lt;li&gt;&lt;strong&gt;Having health coverage in retirement&lt;/strong&gt;: Ten percent of those surveyed nationwide currently have no health care coverage at all. When asked about anticipated health care coverage in retirement, 18 percent "did not know" if or how they might get coverage.&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;This national survey also inquired about the lifestyle of Boomers and some of the unique challenges facing them, notably how to prepare for retirement in a difficult economy and support adult children while also supporting aging parents and/or in-laws. These survey questions help to paint a more complete picture of this generation. The results demonstrate a notable level of support for children, grandchildren and aging parents, which almost certainly affects this group's viewpoint as they enter Medicare.&lt;/p&gt;

<title>IBC Foundation grants more than $1 M to 15 area clinics</title>

  &lt;p&gt;&lt;strong&gt;Philadelphia, PA  - November 23, 2011&lt;/strong&gt; - The&#160;&lt;a  href="http://www.ibxfoundation.org/"&gt;Independence Blue Cross Foundation&lt;/a&gt;&#160;has awarded grants to 15 non-profit community health clinics serving 70,000 people. Support for these clinics, totaling $1.04 million, is made through the foundation's Blue Safety Net initiative, and is one of three major areas the foundation will target in an effort to help transform health care through innovation in the Philadelphia region. The foundation expects to award an additional $1 million in grants to community health clinics before the end of the year, bringing IBC's support for the program to more than $2 million for 2011.&lt;/p&gt;

&lt;p&gt;"We are proud to support these clinics, which for many people is their only source of primary care," said foundation president Lorina Marshall-Blake. "Tens of thousands of people depend on these clinics. The regular treatments and check-ups they receive keep them out of the emergency rooms and help them avoid very costly specialty care that is often needed when chronic conditions, like diabetes or heart disease, go untreated. Supporting clinics not only keeps people well and out of the ER, but it also saves our region millions of dollars by preventing unnecessary and expensive care."&lt;/p&gt;

Cost was cited as the most important factor for changing health plans among all employers. For this reason, IBC is introducing two new Blue Solutions PPO plans that offer higher deductibles to allow customers to lower their monthly premium costs. IBC previously did not provide deductible-style PPO plan options for small groups. A deductible is the amount members pay out of pocket before insurance begins picking up any of the costs.&lt;/p&gt;

&lt;p&gt;Another important enhancement in the Blue Solutions portfolio is the addition of alternate prescription plans available with each medical plan offering to broaden the variety and choice available to businesses. The new Blue Solutions prescription alternatives are identified with a '.1' at the end of their names. For example, HMO 1 is the original Blue Solutions medical, prescription, and vision plan. HMO 1.1 is the identical plan for medical and vision benefits with an alternative prescription option. By design, all of the Blue Solutions drug options encourage the use of generic drugs, which are safe, effective, lower-priced alternatives to brand drugs and help reduce health care costs overall.&lt;/p&gt;

&lt;p&gt;"I have many clients who tell me they are willing to spend a little more on their monthly premiums in order to lower their copays," said Russ Carlson, health plan broker and president of BeneServ in Springfield, Pa. "But what works for one employer doesn't work for all, so I know my clients are going to be pleased with the new line-up of Blue Solutions options from IBC, especially with the flexibility in the prescription plan choices. The new plans will actually make my job a lot easier."&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Blue Solutions Plus for Businesses with 51 to 99 Employees&lt;br&gt;
&lt;/strong&gt;Based on strong uptake in the small business market, and feedback from brokers on what mid-sized businesses are looking for in a health plan, IBC expanded Blue Solutions to mid-sized businesses, defined as those with 51 to 99 employees.&#160; From those conversations, Blue Solutions Plus, a portfolio of health plans designed exclusively for mid-sized companies, was created. This product suite offers a total of 28 plans ranging from the Keystone Point of Service (POS) to a variety of Personal Choice&lt;sup&gt;&#174;&lt;/sup&gt;&#160;PPO plans. The plans are available in copay, deductible, and HSA-qualified high deductible health plan formats.&lt;/p&gt;

&lt;p&gt;Three of the Blue Solutions Plus PPO plans have an integrated prescription drug benefit, and these plans are among the lowest-priced PPOs available to businesses in the region. These options are also HSA-qualified, meaning members can save tax-deferred money in a health savings account to cover out-of-pocket medical expenses. The other Plus plans allow customers to select any of nine prescription offerings to meet their employees' needs.&lt;/p&gt;

&lt;p&gt;IBC's suite of Blue Solutions plans also offers a wide range of health care services and the popular Healthy Lifestyles&lt;sup&gt;SM&lt;/sup&gt; incentive programs that reimburse members $150 per year for fitness club fees, $200 for approved smoking cessation programs, and $200 for approved weight loss programs - features that help members strive for optimal wellness, and allow them to make the most of their health benefits.&lt;/p&gt;

&lt;p&gt;"We are pleased to honor the accomplishments of this year's honoree, Rev. Dr. Lorina Marshall-Blake, who by her works exemplifies the League's mission of strengthening citizens and their communities through civic participation," stated League Chair Olivia Thorne. "Throughout her career, Lorina has helped encourage and educate citizens to become engaged in government and public policy. She's dedicated much of her professional career and her personal life to serving others as both a leader and mentor through her association with numerous civic and humanitarian causes."&lt;/p&gt;

&lt;p&gt;In her acceptance remarks, Marshall-Blake recognized the League's leadership and efforts to impact public policy through citizen education and advocacy. "I treasure the opportunities I have been given during my life, but none more than the freedoms I have as an American to participate in our democratic government and to make my voice heard," said Marshall-Blake. "The League symbolizes to me and countless others the power of each individual and the force that people can create together, especially through grassroots activism. I'm honored and proud to receive this award."&lt;/p&gt;

&lt;p&gt;Ms. Marshall-Blake was named president of the Independence Blue Cross Foundation in October 2011. Prior to that, she served as vice president of Government Relations for Independence Blue Cross. Over her career, she has volunteered or served in a leadership role with more than 30 professional and civic organizations, including the United Negro College Fund, the Urban Affairs Coalition, the Governor's Patient Safety Authority, and the Alpha Kappa Alpha Sorority, for which she now serves as president.&lt;/p&gt;

<title>Independence Blue Cross Names Elizabeth Williams to Senior Communications Position</title>

Williams to the new position of senior vice president and chief communications officer.&#160; She continues to report to Christopher Cashman, executive vice president and president commercial markets.&lt;/p&gt;

&lt;p&gt;In this expanded role Williams oversees communications and brand strategy, advertising, media, public relations, communications planning, creative services, sponsorships, and events.&#160;&lt;/p&gt;

&lt;p&gt;"Liz's sharp eye for news, creative energy, and extensive communications and marketing experience have been essential to building our public relations function over the last few years," said Cashman. "In her expanded role as chief communications officer, Liz is now responsible for ensuring that we innovate and deliver clear, consistent, compelling communications about IBC's business strategy across all mediums and to all stakeholders."&lt;/p&gt;

&lt;p&gt;Williams previously held the management position of vice president corporate and public affairs.&#160;&lt;/p&gt;

&lt;p&gt;Prior to joining IBC in 2005, Williams was principal of EW Communications, a communications strategy consulting firm whose clients included The Wharton School at the University of Pennsylvania and The Pew Charitable Trusts.&#160; Previously, she served as the director of administration at The Pew Charitable Trusts.&lt;/p&gt;

&lt;p&gt;Williams began her career as a reporter and editor. She spent 18 years at The Philadelphia Inquirer, starting as the editor of the Weekend section in 1973 and wrapping up as the vice president of marketing for Philadelphia Newspapers, Inc.&lt;/p&gt;

&lt;p&gt;Williams earned a bachelor's degree in political science from Smith College and a master's in journalism from the Medill School at Northwestern University. She serves on the Strategic Communications Advisory Group for the Blue Cross Blue Shield Association. She is also on the board of the Arts &amp; Business Council of Greater Philadelphia and the Marketing Committee of the United Way of Southeastern Pennsylvania.&lt;/p&gt;

&lt;p&gt;Another hot topic as the health care industry shifts toward more individual coverage is mobile payment systems, and Yetter will discuss next-gen ideas for individuals to pay their health plan bills with their phones.&lt;/p&gt;

&lt;p&gt;"IBC made a strong entry into the mobile app space during 2011 and we plan to continue to innovate for our customers and members, using the latest technologies to provide the time-saving features and convenience that their lives demand," Yetter added.&lt;/p&gt;
