The adultBasic insurance program has established an enrollment waiting list. The state program’s funding is limited and enrollment figures have reached their maximum level.
The list is administered statewide by the Pennsylvania Insurance Department. If it is determined that someone is eligible for adultBasic coverage, their name will be placed on the waiting list. Persons on the list will be enrolled on a first come, first served basis as slots become available.
Applicants will be notified when the state informs us they can be enrolled in the program. We do not have a clear estimate of how long it will take for a slot to open up.
adultBasic’s funding was established by the Health Investment Insurance Act (Act 77 of 2001). The Caring Foundation and Keystone Health Plan East have no control over the funding or the management of the waiting list.
There are no funding or enrollment restrictions on the Children’s Health Insurance Program (CHIP). There is no waiting list for enrollment in CHIP. All eligible children will be enrolled.
Option to purchase adultBasic coverage:
adultBasic offers eligible applicants the option to purchase coverage at full cost while waiting for state-funded coverage. The cost of this coverage is $629.00 per month. A person’s place on the waiting list will not be affected whether or not they choose to pay for coverage. Failure to make timely payments will result in cancellation of coverage, but their place on the waiting list will not be affected.

- The Caring Foundation and Keystone Health Plan East have no control over funding for adultBasic or management of the waiting list.
- Again, there are no funding or enrollment restrictions on the Children’s Health Insurance Program (CHIP). All eligible children will be enrolled.
- Our Special Care product is another option for individual coverage. However there are significant differences in cost and covered benefits. Please note: Because Special Care is considered creditable coverage, members may not be eligible for adultBasic. Learn more about Special Care.
