Low-cost Health Care Coverage

Independence Blue Cross (IBC) helps to provide free or low-cost Keystone Health Plan East HMO coverage to uninsured children and low-cost health insurance to uninsured adults in Bucks, Chester, Delaware, Montgomery, and Philadelphia counties.

Children’s Health Insurance Program (CHIP)

Depending on the family’s income, free, low-cost, or full-cost Keystone Health Plan East HMO coverage is available for uninsured children and teens through 18 years of age. Low-Cost CHIP costs $34.84, $51.77, or $62.73 per month, per child. IBC provides a subsidy to make these low-cost premiums affordable. Full-Cost CHIP costs $306.81 per month, per child.

Special CareSM*

Because it does not meet the essential health benefits required by the Affordable Care Act (ACA), Special Care will be closed to new members effective January 1, 2014. (Applications will not be accepted after December 16, 2013.)

Given the uncertainty among individual consumers about the changes in health care coverage required by the ACA and the challenges many have faced trying to enroll through the online federal Marketplace, Independence Blue Cross is offering policyholders currently enrolled in Special Care the choice to keep their existing coverage until June 30, 2014.
