Paul A. Tufano, Esq.EVP, General Counsel, and President of Government Markets
Paul A. Tufano is executive vice president, general counsel, and president of government markets at Independence Blue Cross (IBC). In his role as general counsel, Tufano is responsible for the company’s legal, regulatory, government, and public affairs. As the president of government markets, he oversees the company’s interests in Medicare and Medicaid, as well as state-sponsored insurance products. He serves as chairman of the board of the AmeriHealth Caritas, one of the country’s largest Medicaid managed care organizations, in which IBC is the majority shareholder, serving millions of beneficiaries in more than a dozen states through Medicaid managed care plans, administrative services, benefits management, behavioral health care, and other services.
Before joining IBC in 1999, Tufano was general counsel of the Commonwealth of Pennsylvania for Governor Tom Ridge from January 1995 to November 1999. He was a member of both the Governor’s cabinet and the Governor’s senior staff. Throughout his career, he has been active in his support for funding legal services for the poor and has been honored by several prominent organizations for his efforts. He has also been recognized for his work with state charities and organizations that benefit the arts.
Tufano serves as vice chair of the board of trustees of Villanova University. He also serves as chairman of the board of directors of the Kimmel Center for the Performing Arts and is a board member of the Committee of Seventy and WHYY public television and radio.
Tufano holds a bachelor of science degree and a law degree from Villanova University.
