We must fix what’s broken, but without breaking what’s working

Health plans are proposing bold, comprehensive reforms to cover all Americans by:

	building on the employer-based system that serves 170 million people, or 3 out of 5 Americans;
	guaranteeing coverage for everyone, including people with pre-existing conditions, and requiring that everyone participate in the system;
	fixing the health care safety net with consumer protections so no one falls through the cracks;
	providing a helping hand to make coverage affordable for families and small businesses;
	lowering the cost of health care by improving quality.
