Independence Blue Cross (IBC) offers products for all segments of the marketplace. We have a long-standing commitment to reducing the number of uninsured in our community and do not refuse coverage based on income. By subsidizing selected health insurance policies, we are able to provide affordable coverage to a large number of uninsured children and adults.

The Independence Blue Cross and Pennsylvania Blue Shield Caring Foundation provides health benefits to uninsured children and adults in southeastern Pennsylvania. The Caring Foundation administers three plan programs: CHIP, adultBasicSM, and Special CareSM. It is these programs, combined with our traditional social mission as insurer of last resort, which keeps our state’s percentage of uninsured people among the lowest in the nation.

Children’s Health Insurance Program (CHIP) is a federally and state-funded program which provides primary and preventive health care insurance to children who do not qualify for Medicaid and whose families are unable to afford private coverage. Free or low-cost health coverage is provided through Keystone Health Plan East.

Introduced in 1992, Special Care offers low-cost health care coverage to thousands of low- and moderate-income individuals who currently have no insurance.

Funded through Pennsylvania’s Tobacco Settlement funds, adultBasic is a health insurance program for low-income, uninsured adults in Pennsylvania who do not qualify for Medicaid and meet eligibility guidelines. IBC, through Keystone Health Plan East HMO, is the only insurer in our region to offer the adultBasic plan.
